Arm that moves driver side wiper has hard plastic cavity insert.

1 remove the driver side wiper arm blade.
Tighten the nut but not so tight the blade cannot move.
4 re install the drivers side wiper and put it back on so its position is the same as the passenger making them parallel start the car and test.
If not replacement is your best option.
Turn off the car.
Replace the wiper blade.

If the nut is a little loose which is common the wiper motor will turn the pivot but the wiper arm will not move.
This is commonly caused by a wiper arm that is bent upward and does not supply the correct pressure to keep the blade edge on the windshield.
The wiper arms are splined as well and have a hole through the base.
